National Initiative for Water Security, Coastal Restoration and Sustainable Development

Brief description

Moroccan Green Line – National Coastal Water & Soil Resilience Program— is a long-term national program aimed at strengthening Morocco's water security, restoring coastal ecosystems, regenerating degraded soils, developing sustainable agriculture, and creating new opportunities for economic growth along the Kingdom's Atlantic coast.

The program integrates renewable energy, high-performance solar desalination systems, ecosystem restoration, climate change adaptation, scientific research, and public-private partnerships into a single national system.

Its goal is not only to increase freshwater supplies, but also to transform water into a strategic resource for environmental restoration, strengthening food security, developing industry, and building a sustainable economy for the future.

Vision

To establish Morocco as a global leader in sustainable coastal development, water innovation and climate resilience by building one of the world's largest integrated Atlantic Coastal Restoration Systems.

Strategic goals

The program is aimed at:

strengthening national water security;

increasing fresh water production through solar desalination;

restoration of degraded coastal areas;

soil regeneration and combating desertification;

development of sustainable agriculture and agroforestry;

protection of infrastructure from wind erosion, sand drifts and coastal degradation;

creation of new jobs;

development of scientific research and innovation;

strengthening Morocco's Atlantic economy;

increasing the country's resilience to climate change.

Main areas of the program

1. National Solar Water Infrastructure

Creation of a network of modern solar desalination complexes using:

solar thermal energy;

photovoltaic stations;

thermal energy storage systems;

energy-efficient desalination technologies;

Modular water production units.

The resulting water can be used for:

agriculture;

rural settlements;

industry;

tourist infrastructure;

restoration of natural ecosystems.

2. Coastal Green Belt

Creation of a continuous ecological corridor along the Atlantic coast of Morocco.

It may include:

sand dune stabilization;

protective forest belts;

planting of native plant species;

ecological corridors;

natural parks;

recreational areas;

research sites.

The main objective is to increase the resilience of natural ecosystems while simultaneously protecting populated areas and infrastructure.

3. Soil restoration

Comprehensive restoration of degraded lands through:

compost production;

application of biochar;

increase in organic matter content;

use of beneficial microorganisms;

erosion control;

moisture accumulation technologies;

methods of regenerative agriculture.

Healthy soils are able to retain significantly more water and produce higher crop yields.

4. Climate-resilient agriculture

Development of modern agricultural methods:

highly efficient irrigation;

agroforestry;

growing drought-resistant crops;

greenhouse production;

sustainable livestock farming;

creation of plant nurseries;

development of local food production.

5. Water storage and distribution system

Creation of a comprehensive infrastructure, including:

reservoirs;

pipelines;

irrigation networks;

groundwater replenishment systems;

rainwater collection;

fog moisture collection systems;

intelligent water resources management systems.

6. Integration of renewable energy

All water infrastructure will operate in conjunction with:

solar energy;

wind power plants;

battery systems;

thermal energy storage devices;

intelligent energy management systems.

This will significantly reduce operating costs and increase the energy independence of facilities.

7. Research, innovation and education

Establishment of research centers in the following areas:

water technologies;

ecology of desert areas;

soil restoration;

renewable energy;

adaptation to climate change;

sustainable agriculture;

environmental monitoring.

It is planned to involve Moroccan universities and international scientific organizations in the implementation of the program.

Tangier — Tetouan — Al Hoceima;

Rabat - Sale - Kenitra;

Casablanca - Settat;

Sus — Mass;

Gulimim — Ued-Nun;

El Aaiun - Saguia el-Hamra;

Dakhla — Oued-ed-Dahab.

Pilot stage

Initially it is proposed to implementdemonstration coastal corridor of 5-15 km length, including:

solar desalination plants;

water storage systems;

soil restoration;

agroforestry;

coastal protection;

restoration of biodiversity;

scientific monitoring.

Once its effectiveness is confirmed, the project can be gradually scaled up to cover the entire Atlantic coast of Morocco.

Long-term vision (2027–2100)

Moroccan Green Lineaims to become one of the world's largest integrated coastal restoration programs, demonstrating how renewable energy, modern water technologies, restoration of natural ecosystems, and sustainable economic development can work together to ensure national prosperity and the well-being of future generations.
